Noreen Blanluet
Vice chair of the board
Noreen Blanluet (she/they) has been working with transformation since 2007 and in the context of public services since 2012.
They co-founded and developed the Co-production Network for Wales, an independent not-for-profit whose aim is to effect positive change in public services and communities through citizen involvement and co-production. As a steward of the young and growing organisation, they fulfilled a range of functions including business generation, services design and delivery, strategic development, and overall oversight and responsibility as executive director. The organisation now in the hands of a talented team, they can focus fully on their consultancy and facilitation work across public services.
Based in South Wales, they deliver projects in statutory and third sector organisations - with at their heart the transformation of practices, mindsets and cultures in contexts of complexity. A biologist by training (BSc in Biology, MSc in Agriculture), they are a systems thinker able to hold the wider picture while bringing attention to detail, with a head for processes and a heart for people. They are passionate about relationships-centred practices, complexity, resilience, leadership, nurturing diversity and building community, innovation and continuous learning, inner journeys, and kindness.
They joined the Board of Data Orchard as a non-executive director in 2023, and became Vice Chair of the Board in 2024.
